The fourth offer made by China to join the Government Procurement Agreement is disappointing despite a minor improvement, the European Union Chamber of Commerce in China (EUCCC) said in a press release to the Global Times Thursday。
China presented its latest offer in Geneva Wednesday, with three additional provinces and a lowered threshold for entry into China's GPA market, but the EUCCC said the revision did not go far enough in terms of scope and coverage。
The expansion in coverage and scope must be compatible with the level of market development, and requires an in-depth reform which cannot be completed overnight, said Zhai Gang, director of the Treasury Department at the Ministry of Finance, at a Sino-US GPA Symposium on September 24.
