The index provides a comprehensive quantitative assessment of China's ocean development across six areas, including economic development and people's livelihoods, scientific and technological innovation, the ecological environment, and resource utilization. It uses 2015 as the base year, with the index set at 100.

Among the sub-indices for 2025, the economic development and people's livelihoods index reached 133.1, up 2.9%; the scientific and technological innovation index stood at 138.5, up 2.5%; the ecological environment index reached 128.3, up 2.8%; the resource utilization index stood at 132.8, up 2.5%; the openness index reached 129.2, up 2.5%; and the comprehensive management index stood at 128.7, up 2.0%.

The report said China's marine economy maintained steady growth in 2025, accompanied by continued improvements in people's livelihoods, stronger scientific and technological innovation, notable progress in marine ecological governance, and higher quality and efficiency in marine resource development and utilization. International economic and trade cooperation in the marine sector also expanded steadily, while high-level opening-up deepened and comprehensive marine management continued to improve.
