Bye, Beijing Bikini: Eastern city launches public campaign against bad manners

(ECNS) - Jinan City in Shandong Province has become the latest to declare war against bad manners in public spaces, battling behavior such as cutting in line, rolling up your shirt in hot weather and spitting.

Authorities said efforts will be made to control uncouth behavior such as improper dress in parks, squares, buses, tourist attractions and business streets. Taking off your shoes to air dry feet, soaking feet, or washing clothes in waterways will also be stopped across the city known for its springs.

Measures also target cutting in line, making noise, throwing trash from vehicle windows, running red lights or flouting “no smoking” signs.

The city, which has a population of over 6 million, introduced a new rule to regulate public behavior on March 1, turning to persuasion or public shaming to make people mind their manners. 

Many other cities have imposed similar regulations to encourage civilized behavior. Shenyang City in Liaoning Province banned residents from going shirtless or lying on the roadside, saying they are bad habits. In Tianjin, people who reject corrective advice on dress will be fined 50 yuan ($7.30) to 200 yuan.
