Ferris wheel never in operation since 2013 (1/3)

A Ferris wheel with no spokes and a diameter of 84 meter is seen in Changzhou, East China's Jiangsu province, Mar. 1, 2015. The project, at a cost of 150 million yuan ($24 million) and installed with 24 cabins, has not been put into operation after it was finished in 2013 because it fails to get approval from the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China.
