Congestion is seen being eased on a road in Beijing during the morning rush hour on November 3, 2014, the first day an odd-even traffic police is introduced in the capital city. Beijing municipality launched the odd-even license plate system to ease traffic on roads during the upcoming Asia-Pacific Economic Cooperation (APEC) Economic Leaders' Meeting. The traffic control system allows cars to drive on alternating days based on odd or even license plate numbers from November 3 to 12, aiming to decrease total traffic by 35 percent.
