A symposium held by the Communist Party of China (CPC) Central Committee on Aug. 21 was among earnest endeavors to solicit opinions from non-Party dignitaries, including leaders from the central committees of other political parties and the All-China Federation of Industry and Commerce (ACFIC), as well as personages with no party affiliation, on drafting the resolution of the CPC Central Committee on certain major issues concerning persevering with full and rigorous Party self-governance.
Xi Jinping, general secretary of the CPC Central Committee, presided over the symposium at the Zhongnanhai leadership compound in central Beijing and delivered an important speech. He stressed that to govern the country well, the Party must first govern itself well, and to make the country strong, the Party must first strengthen itself. The longer a party has been in power, the longer the period of peace and prosperity, and the more complex the environment, the more it must heighten its awareness of potential dangers and remain vigilant in times of peace, he said, and persevering with full and rigorous Party self-governance is to ensure that the CPC remains the strong leadership core in advancing socialism with Chinese characteristics.
Members of the Standing Committee of the Political Bureau of the CPC Central Committee Wang Huning, Cai Qi and Li Xi attended the symposium.
Those who shared their views and suggestions at the event included Zheng Jianbang, chairman of the Central Committee of the Revolutionary Committee of the Chinese Kuomintang; Ding Zhongli, chairman of the Central Committee of the China Democratic League; Hao Mingjin, chairman of the Central Committee of the China National Democratic Construction Association; Cai Dafeng, chairman of the Central Committee of the China Association for Promoting Democracy; He Wei, chairman of the Central Committee of the Chinese Peasants and Workers Democratic Party; Jiang Zuojun, chairman of the Central Committee of the China Zhi Gong Party; Wu Weihua, chairman of the Central Committee of the Jiusan Society; Su Hui, chairperson of the Central Committee of the Taiwan Democratic Self-Government League; Gao Yunlong, chairman of the ACFIC; and Li Wei, a representative of personages without party affiliation.
They expressed full support for the draft resolution, and appreciated the great achievements made in full and rigorous Party self-governance since the 18th CPC National Congress under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core. They agreed that the endeavors have broken new ground in the self-reform of the century-old Party and brought about historic achievements and transformations in the cause of the Party and the country, and that the Party and the people have thus seized the historic initiative in building a great party and a great country.
They also put forward suggestions concerning issues such as further studying and implementing Xi Jinping Thought on Party Building, strengthening the arming of the Party members with its new theories, establishing and practicing a correct understanding of what it means to perform well, providing better political guidance, ensuring simultaneous efforts from both people's oversight and the Party's self-reform, optimizing the mechanisms for assessing officials' performance and accountability, improving officials' scientific literacy, strengthening checks and oversight over the exercise of power, telling the CPC's stories in the new era well, and publicizing the great achievements concerning full and rigorous Party self-governance.
After carefully listening to the remarks of all participants, Xi delivered an important address. He pointed out that it is an important manifestation of whole-process people's democracy, especially socialist consultative democracy, for the CPC Central Committee to solicit opinions from the central committees of the other political parties, the ACFIC, and personages with no party affiliation on important Party documents and major national principles and policies. In February this year, the CPC Central Committee entrusted its United Front Work Department with soliciting opinions from non-CPC personages on the agenda of the fifth plenary session of the 20th CPC Central Committee.
The opinions and suggestions put forward by all participants in the remarks just now are valuable, and will be carefully studied and absorbed by the CPC, Xi said. On behalf of the CPC Central Committee, he expressed his gratitude to all the participants present.
The key to running China's affairs well lies in the CPC and in exercising full and rigorous Party self-governance, Xi emphasized. Since the Party's 18th National Congress, it has unswervingly advanced full and rigorous Party self-governance, and has grown stronger through revolutionary tempering. At the same time, it must be recognized that, as profound changes have taken place in global, national, and Party conditions, full and rigorous Party self-governance faces many new circumstances and new issues. From the strategic perspective of preserving the Party's advanced nature and integrity, consolidating the Party's governing position, and fulfilling its missions and tasks, it is a must to strengthen confidence, maintain resolve, and earnestly govern and strengthen the Party.
Xi pointed out that in persevering with full and rigorous Party self-governance, tenacious efforts must be made to resolve outstanding problems within the Party. By combining goal-oriented approaches with problem-oriented orientations, the new developments in Party conditions and the new situation confronting Party building can be accurately identified and thoroughly analyzed. In light of new realities, effective countermeasures and solutions must be devised. To resolve the problems existing within the Party, it must, first and foremost, rely on its own efforts to constantly purify, improve, renew, and elevate itself. It must also rely on the support of the people by willingly accepting their oversight, humbly listening to their criticisms, and converting their support into a powerful driving force for persevering with full and rigorous Party self-governance.
Advancing the great new project of Party building in the new era requires a systematic approach, with an emphasis on forward-looking thinking, overall planning and holistic implementation, Xi underlined. It is essential to thoroughly study and apply the Thought on Party Building in the new era, uphold and strengthen the centralized, unified leadership of the Party Central Committee, remain unwavering in applying strict principles, improve the system of exercising full and rigorous Party self-governance, and take strengthening the Party politically as the overarching principle to advance Party building on all fronts.
It is necessary to work in concert to enhance Party consciousness, improve Party conduct, and tighten Party discipline, and integrate conduct improvement and discipline enforcement with anti-corruption measures. The management of personnel, the handling of affairs and the exercise of power must be combined. Efforts to temper the Party spirit, enhance capabilities and purify the political ecosystem must also go hand in hand. It is imperative to adhere to a top-down approach, starting with leading officials and holding them to strict standards. Education, management and oversight must be strengthened to guide Party members and officials to guard against all temptations when alone, and identify the unhealthy from the outset. They should also practice self-respect, self-reflection, self-alertness and self-motivation.
Xi noted the need to uphold, develop and improve China's new type of political party system. He expressed the hope that non-CPC political parties, the ACFIC, and personages without party affiliation will remain true to the original aspiration of multiparty cooperation, firmly uphold the leadership of the CPC, and continuously consolidate the common ideological and political foundation. He also called on them to actively offer advice and suggestions on state affairs, fulfill their role in democratic oversight, and serve as good advisers and assistants of the CPC.
Yin Li, Shi Taifeng, Li Ganjie, Li Shulei, Li Hongzhong, He Lifeng, Chen Wenqing, Liu Jinguo, Wang Xiaohong, Zhang Shengmin, Wu Zhenglong, Mu Hong, and leading officials of relevant departments of the CPC Central Committee and the State Council attended the event.
Also present at the symposium were non-CPC figures including Shao Hong, He Baoxiang, Wang Guangqian, Qin Boyong, Zhu Yongxin, Yang Zhen, Zhang Endi, An Lijia, and Wu Chen.
