The Notice on Strengthening Supervision of Public Energy Consumption Fees for Residential Properties, promoted by State Grid Suqian Power Supply Company, was officially implemented in Sihong County, Suqian City, Jiangsu Province, in October.
Thirteen pilot residential communities in the county adopted the intelligent payment model of "billing-triggered direct collection" for electricity charges, creating a new pattern of "reducing burdens on property management, reassuring residents, and lowering risks for the power supply enterprise."
Previously, public energy consumption fees in the 13 residential communities were collected and remitted by property management companies. Once property companies encountered financial difficulties, electricity payments were at risk of being withheld or misappropriated. Public facilities faced the risk of power outages due to arrears, directly affecting residents' travel and daily life and potentially triggering payment disputes between property owners.
In September this year, State Grid Suqian Power Supply Company and the Sihong County Urban Management Bureau jointly issued the regulatory system, rolling out a supervision account system for public energy consumption fees at residential properties across the county. It adopts the management mechanism of "prepayment of public energy consumption fees + deduction from the supervision account", benefiting 36,000 households.
This model delivers a win-win outcome for all three parties. For residents, it helps prevent elevator shutdowns, public lighting outages and other problems caused by unpaid electricity bills at residential properties. Public energy consumption revenue and expenditure become open and transparent, enabling residents to use "reliable and transparent electricity services". For property management companies, it eliminates manual collection and transfer procedures, standardizes fund management processes, and reduces risks in entrusted fund management. For the power supply enterprise, it ensures full and timely recovery of electricity charges, effectively lowering electricity receivable risks.
