House unfinished for ten years suspected of property hoarding (1/4)

Unfinished houses are seen at a real estate project in Daxing District, Beijing, May 23, 2016. Some 150 buyers purchased the houses here in 2006 but ten years have passed and the buildings remain incomplete. Coordinated by local government officials, some buyers have moved into the houses but they have to pay high electricity bills due to the lack of auxiliary facilities, such as gas, phone and cable TV. The buyers have not acquired property ownership certificates, so the homes can't be traded either. House prices have rocketed near the project in the past decade, and it is rumored the developer has threatened those buyers, trying to force them out so the house can be resold at much higher prices.
