A law enforcement official examines a illegal basement located in Shaluo Hutong in Dongcheng District of Beijing on November 19, 2015. The three-level basement, which has a total area of over 700 square meters, is located under the courtyard of two adjoined flats in the alley. The owner of the illegal construction surnamed Li, who operates a car rental company, planned to use the basement as a parking garage for about 100 vehicles. Local officials in the housing department reported that a third party agency is currently assessing the potential public hazards caused by this illegal construction.
