Thanks to the rich resources of coal, gas and oil, Ordos City in north China's Inner Mongolia spent more than one hundred billion yuan in the past five years to build its new district-Kangbashi. Though the downtown is filled with office towers, administrative centers, government buildings, museums, theaters and sports fields, the city still lacks one thing-people.
