(ECNS) -- Hainan is fully ready to implement its landmark customs closure policy, a key step in establishing the island as a free trade port, according to provincial Party Secretary Feng Fei on Wednesday.
Customs closure policy means goods entering or leaving the island province of Hainan will enjoy simplified customs checks and potentially lower or no tariffs, unless they are destined to the Chinese mainland.
Speaking at a press conference hosted by the State Council Information Office, Feng announced that all core policy frameworks are in place, including import tax schedules, restricted goods lists, and rules allowing tariff exemptions for domestically sold, value-added processed products.
Infrastructure and digital systems are also complete. Customs facilities have passed national inspections, and platforms like the international trade "single window" and the smart customs supervision system are fully operational. System stress testing — covering all processes, elements, and scenarios — is currently underway. These have helped enhance Hainan's ability to manage and enforce customs operations, Feng noted.
