Hangzhou offers 'all-in-one card' to top foreign talent

(ECNS) - Hangzhou in East China's Zhejiang Province has launched an “all-in-one card” service exclusively for top-notch international talent as it woos more professionals to work or start a business in the city, a popular tourism destination in China.

Hangzhou is one of eight cities allowed to pilot the card issued to those holding a Tier A Work Permit for Foreigners, allowing them to enjoy unified preferential policies and public services in China.

Hangzhou's more specific arrangements to make life for high-end foreign talent easier will become effective on Aug. 20. The policy will benefit both Tier A work permit holders, talent that China urgently needs to develop its economy, those in science and technology, as well as highly trained professionals recognized by the city’s Bureau of Foreign Experts Affairs.

Benefits cover a work permit, child education and medical care. Cardholders will also enjoy subsidies in house purchases and rental, while Hangzhou will open all its elementary and middle schools to children of top international talent. Besides, the city will also employ international teachers to improve education quality. Tier A work permit holders will be able to apply for credit cards with Chinese banks and enjoy other financial services immediately.

Hangzhou has been selected as one of the “Top Ten Most Attractive Cities Among Foreign Talent” for eight consecutive years. In 2017, the city's net inflow of overseas talent ranked first in China's cities.
