Xi gives instructions on building a Peaceful China

Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, Chinese president and chairman of the Central Military Commission, recently gave important instructions on advancing the Peaceful China Initiative to a higher level.

He said that, since the 18th National Congress of the CPC in 2012, remarkable achievements have been made in advancing the Peaceful China Initiative, noting that the sound environment of people living and working in peace and contentment and society enjoying stability and order has been further consolidated, making China one of the safest countries in the world.

On the new journey, we must be guided by the Thought on Socialism with Chinese Characteristics for a New Era, unswervingly implement the holistic approach to national security, uphold and enhance the Party's overall leadership, and ensure both development and security, Xi stressed.

We must lay equal emphasis on punishment and prevention, address both symptoms and root causes, strengthen the rule of law, and leverage the empowerment of science and technology, he said.

We must enhance the national security system and capacity, improve public safety governance, refine the social governance system, forestall and defuse all kinds of risks, and make sustained efforts to enhance national security, social order, governance effectiveness and public satisfaction, thereby ensuring the steady and sustained progress of Chinese modernization by building a Peaceful China at a higher level, he added.

A working conference on the Peaceful China Initiative was held in Beijing on Sept. 28. Xi's important instructions were conveyed at the meeting. Chen Wenqing, a member of the Political Bureau of the CPC Central Committee and head of the Commission for Political and Legal Affairs of the CPC Central Committee, attended the conference and delivered a speech.

Chen noted that General Secretary Xi's important instructions have drawn up a blueprint and charted the course for building a Peaceful China. Under the strong leadership of the CPC Central Committee, achievements made in advancing the Peaceful China Initiative have won worldwide recognition, and "safety" has become a distinctive hallmark of the governance of China, Chen said.

This fundamentally relies on the leadership and stewardship of the Party Central Committee with Comrade Xi Jinping at its core, and on the scientific guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, Chen said.

He urged efforts to unswervingly implement the holistic approach to national security, further study and implement General Secretary Xi's important instructions, and, under the centralized, unified leadership of the CPC Central Committee, lay equal emphasis on punishment and prevention, address both symptoms and root causes, take a coordinated, multi-pronged approach, form a collective force, and work hard to advance the Peaceful China Initiative to a higher level.

Wang Xiaohong, a member of the Secretariat of the CPC Central Committee and minister of public security, in his concluding speech, urged efforts to further study and implement General Secretary Xi's important instructions, focus on the four goals of making the country safer, society more orderly, governance more effective, and the people more satisfied, as per the arrangements of this conference, and ensure that the implementation will focus on the theoretical guidance, key tasks, innovative methods, strengthened foundations at primary levels and sound working arrangements, so as to continuously break new ground for building a Peaceful China.

At the conference, 60 cities and 160 counties were designated as models for advancing the Peaceful China Initiative and awarded honorary plaques. Representatives from the honored cities and counties made speeches.
