From confusion to conviction: A British official's visit to Luoyang

How can an ancient city protect its historic sites while breathing new life into urban development? This was the question Robbie Rodiss, Chair of Durham County Council in the UK, brought with him to China's Luoyang. After exploring the city, he was impressed by its scale and vitality and saw how heritage preservation can go hand in hand with modern urban development.
