(ECNS) -- Hainan's offshore duty-free shopping sales reached 33.45 billion yuan (about $5.02 billion) from November 2025 to October 2026, up 13.8% year on year, according to Haikou Customs.
During the period, 4.879 million shopping trips were recorded, up 8.6% year on year, while the number of items purchased reached 27.644 million, up 2.4%.
The policy adjustment, which took effect on Nov. 1, 2025, expanded the range of duty-free goods from 45 to 47 categories. Six categories of domestic products, including clothing, footwear and tea, were also allowed to be sold through the duty-free channel.
Haikou Customs said sales of newly added categories reached 210 million yuan during the first year, while sales of domestic products totaled 240 million yuan.
The policy adjustment, combined with the effects of Hainan Free Trade Port's customs operations, has supported duty-free consumption. At Haikou International Duty Free City, several international brands opened their first stores in the year, while promotional activities combining duty-free shopping and tourism were held. The shopping center's sales deputy manager, Ruan Shufang, said visitor traffic had increased 32.8% year on year as of Oct. 18.
The revised policy also allows travelers departing Hainan for overseas destinations to shop duty-free. In the first year, customs recorded 24,000 shopping trips by departing travelers, with purchases totaling 160 million yuan.
The policy also adjusted the "buy-and-pick-up" arrangement for Hainan residents, supporting more regular duty-free shopping by local residents. Customs data showed that purchases under the arrangement totaled 410 million yuan during the year.
