(ECNS) -- The first shipment using the "bonded + TIR" model in Xiong’an New Area departed on Tuesday. Carrying goods worth 300,000 yuan ($44,500), the truck will leave China through Manzhouli Port and continue on to Vladivostok, Russia.
TIR reduces transport time by around 40% and costs by 30%. The journey is expected to take 10–12 days, around 15 days faster than conventional road transport, with estimated savings of 28,000 yuan overall.
With support from Xiong’an FTZ authorities and Xiong’an Customs, the goods were stored in advance in the bonded zone. The "bonded + TIR" declaration was submitted through China’s International Trade Single Window.
All declaration, packing and sealing procedures were completed at a single location within the zone. At the border, customs officers only need to verify the TIR carnet and seals before departure.
This model combines the benefits of bonded zones with efficient TIR transport. Companies can store goods in advance and flexibly consolidate shipments for overseas orders.
Trucks operating under a TIR carnet benefit from "one declaration, one carnet, direct delivery". Repeated unpacking inspections and cargo transfers are generally not required in contracting countries.
