August 28 witnessed the official inauguration of the Suqian Dual‑Carbon Service Center, authorized by the Suqian Municipal Development and Reform Commission and operated by State Grid Suqian Power Supply Company.
At the end of 2025, Suqian was selected as a national pilot city for the ecological product value realization mechanism, the first and only such pilot in Jiangsu Province. In compliance with pilot requirements, Suqian prioritizes the in‑depth integration of carbon emission reduction and ecological product value.
It advances approaches including carbon reduction and green growth, value generation from carbon resources, and carbon‑related benefits for the public. Focusing on two major dimensions — carbon sequestration by ecosystems and carbon integration via market mechanisms, the city taps local ecological carbon‑sink resources such as wetlands and woodlands, and opens up channels for market‑oriented carbon‑sink trading. Against this backdrop, the Suqian Dual‑Carbon Service Center came into being.
It is learned that the center operates under the same roof as the Suqian Green Power and Green Certificate Service Station. A specialized dual‑carbon service team with multi‑disciplinary professionals, led by the Development Department of State Grid Suqian Power Supply Company, provides one‑stop services covering carbon‑asset development, energy conservation and carbon reduction, and carbon‑finance connection for enterprises, industrial parks, public institutions and carbon‑sink operators. It promotes the application of Jiangsu’s time‑ and zone‑specific electricity carbon factors, and supports the construction of zero‑carbon factories and zero‑carbon parks.
Resource sharing across regions and industries constitutes a core philosophy of the center.
On the inauguration day, State Grid Suqian Power Supply Company signed two agreements: the Su‑Suqian Dual‑Carbon Cross‑regional Collaborative Co‑construction Agreement with the One‑stop Inclusive Carbon Neutrality Service Center of State Grid Suzhou Power Supply Company, and the Development Agreement on Carbon Incentive Methodology for Battery‑electric Commercial Vehicles Based on Beidou Carbon‑mark Terminals with the Beidou Application Development Research Institute affiliated to China North Industries Group Corporation Limited. By introducing advanced carbon‑incentive mechanisms and Beidou spatiotemporal technologies, Suqian will accelerate the development of a locally‑featured dual‑carbon service system.
