Commerce ministry: China takes 'zero tolerance' stance on strategic mineral smuggling

A spokesperson for the Ministry of Commerce stated on Thursday that China adopts a "zero tolerance" policy toward the smuggling of strategic minerals, vowing to firmly crack down on such illegal activities to safeguard national security and interests.

At a routine press conference, He Yadong, the spokesperson, reported that in the past two months, relevant departments have taken strong action against a batch of illegal export cases, apprehending multiple smuggling suspects and resulting in a significant deterrent effect.

He highlighted that the current situation remains complex and serious, as authorities discovered attempts by criminals to circumvent regulatory measures, coupled with rising risks of illegal technology leakage.

He emphasized the need for persistent and in-depth action, noting that relevant departments have strengthened coordination and will continue to maintain a strict, high-pressure stance against the smuggling of strategic minerals.

In the next move, the spokesperson said that authorities will establish a joint law enforcement coordination center for the export control of dual-use items, publish a series of typical enforcement and judicial cases, and add illegal foreign entities to the export control list.

Furthermore, authorities will issue guidelines for the compliant export of strategic minerals, urging export companies to conduct thorough due diligence and ensure these materials are not used for military purposes or by military users.
