Foreign cosmetics may hit local shelves sooner

A new registration system for imported cosmetics is being trialed in the Pudong New Area, cutting the time it takes for international cosmetics to hit the local market to five days from three months, market supervision officials said yesterday.

Under the national system, cosmetics must receive an approval and identification number in Beijing before they are allowed to hit the market.

The new practice requires cosmetics companies to submit relevant materials online, and the registration document will be issued within five working days if the product is approved.

The system allows residents to buy international cosmetics closer to their overseas release.

This is important because some cosmetics are seasonal, officials said.

More than 200 cosmetics products have been registered so far, according to the Pudong New Area Market Supervision and Management Bureau.

Shanghai has been conducting a number of reforms on market supervision and management systems to improve efficiency by merging the district industrial and commercial administrative bureau with the quality, food and prices watchdogs, streamlining business license application procedures and cutting out unnecessary agencies.

The city will establish a big data supervision and management information platform within six months by combining a complaint and tip-off platform, punishment information system and a case-handling platform.
