A 2-square-kilometer park is planned for Houtan area in Pudong, near the World Expo 2010 site.
Expo Culture Park, which will be sited along Huangpu River, is planned to have a "grand opera house," along with pavilions used in the Expo. The site was once the home of Shanghai Krupp Stainless Co.
A "sophisticated" greenhouse garden will be built inside the park with greeneries, the government said.
Han Zheng, Shanghai's Party Secretary, said the plan was part of the city's ambition to build an environmentally sustainable city.
"Obviously there is not much space left in downtown Shanghai to build large public green space, and that's why we must especially treasure what's left," he said at a recent consultation meeting on building the park, which was attended by government departments related to the project.
The park's proposed opening date hasn't been released.
