Smart policies to foster innovation

Since the last quarter of 2015, Shanghai Changning government has been issuing fund vouchers to boost science and technology innovation among the district's enterprises.

The funds could reach as much as 10 million yuan ($1.54 million). Internet Plus companies will get financial support regarding property rents.

It was one of the 36 new policies Changning District issued last year to provide more benefits for innovative companies.

The new policies go hand in hand with Shanghai's innovation campaign, which saw the municipal government issue a considerable amount of funds to support scientific innovation and attract talents.

Changning's own measures can be divided into serving particular industries, such as aviation, fashion and Internet Plus.

Meanwhile, to boost entrepreneurship, Changning has set up a public platform to serve enterprises at all levels.

In particular, it is fostering innovation among university students.

During the 12th Five-Year Plan, Changning established 17 entrepreneurship bases and 25 internship bases across the district, which benefited more than 3,400 people.

The latest statistics showed the whole district was home to 281 programs of entrepreneurship from college students.
