FTZ simplifies paperwork for foreign workers

The government yesterday released details of changes to the application process for work permits, visas and related documentation for people working in the city's free trade zone.

The statement came two days after authorities announced sweeping changes to the rules for all foreign workers applying for green cards and long-term visas.

Under the new regulations, foreigners working in the FTZ can now get company registration certificates — essential when applying for work visas and residence permits — from the zone's administrative committee. These were previously available only from the Shanghai Commission of Commerce or Shanghai Foreign Affairs Office.

Similarly, senior managers at multinational companies within the FTZ can visit the administrative committee for the certificates they need to apply for long-term residence permits.

Meanwhile, employees of the 70,000 firms registered in the zone who have lived in Shanghai for three straight years can now apply for a two-year residence permit. These were previously available only to senior executives and investors.
