Beggars to face 1,000-yuan fine on Beijing subways

Panhandlers are going to face a fine of up to 1,000 yuan (US$ 161) if they are found to be soliciting money from passengers on Beijing subways, the Beijing Times reported on April 30, 2015.

The rule will go into effect on May 1 as part of a detailed regulation on the city's subway management.

It is the latest move of the municipality to tackle the long-standing issue of panhandlers on the capital's subways.

Beijing raised the fares of subways on December 28, 2014, partially in a bid to cut down the number of beggars entering subways. The city also set a four-hour limit for each ride to force beggars out of subways--an additional three yuan will be charged if passengers fail to complete their journeys within that time-period.

However, the situation hasn't changed much.

Beijing's traffic control authorities said they have formed a special team to carry out law enforcement in those circumstances. The first batch of 88 officers will be deployed to the 18 subway lines to carry out their duties.

There are 318 stations along Beijing's subway system. Authorities say they are going to recruit more people. Each station is equipped with two officers in order to prevent beggars from entering the subway.

The new regulation is also tightening controls over the items that will be allowed aboard Beijing's subways, which looks to prohibit things like skate-boards and bicycles.
