Listing apartments in Pudong deemed safe

The two apartment buildings at a residential community in the Pudong New Area that bumped together as a result of subsidence have been declared safe following an official inspection.

The Pudong New Area Construction and Transport Commission said via Weibo that the movement of the buildings at the Xinyuan West Community on Huaxia Road W. in Chuansha Town was within accepted limits.

The inspection found that the No. 17 building had moved by 87.65 millimeters — less than the permitted maximum of 200mm — causing it to list into the No. 18 building, with which it shares its foundations, the statement said.

The degree of inclination of the No. 17 tower was found to be 0.68 per mille (parts per thousand), which is also within the limit of 4 per mille, it said.

The subsidence was within an acceptable range and the coming together of the buildings was due to the fact that they were built too close together, the statement said, without saying who was to blame for the towers' close proximity.

The commission said the cracks on the outer walls of the buildings were also due to subsidence, and that a slight expansion of the building materials was caused by a change in temperature.

Despite residents' concerns, the main structures of both buildings have not been damaged, the statement said.

Shanghai Gas Co has inspected the gas lines to the two towers and declared them safe, it said.

"The buildings are safe to live in. The subsidence is within national standards," said Guan Xiaojun, Party secretary of Chuansha Town.

Despite giving the building the all-clear, the commission said its construction management department has organized a group of experts to monitor the situation.

The Xinyuan West Community was developed by Xinyuan Real Estate between 2010 and 2012. It was later sold to the Chuansha town government.

Residents noticed the subsidence on Saturday, and said they were afraid to live in the two 15-story blocks.

The local government sent an independent team to inspect the properties on Monday, and a second team was sent on Tuesday from the Shanghai Academy of Real Estate Sciences.
