Starting from September 1, 2014, owners of scooters and mopeds without license plates will be fined between 50 yuan ($8.20) and 200 yuan in Shanghai.

For those seeking to apply for temporary licenses, the Shanghai traffic authority has opened more than 150 service centers. A list of the centers can be found on www.shbicycle.com. The details however are in Chinese.

Vehicles made by manufacturers approved by the Shanghai Economy and Informatization Commission will get permanent plates.

Scooters and mopeds not on the list will be issued temporary plates until February 2017.

There are around 5 million scooters and mopeds that ply the streets in Shanghai.
