China to speed up Hukou reform

The Ministry of Public Security is promising to establish a uniform house-hold registration system, or Hukou, by 2020.

Huang Ming is the vice minister of public security.

"First, a uniform hukou registration across cities and countryside will be established, thus not identifying people as rural and urban dwellers any more. Second, we will carry out a residence-permit system which is of great help to benefit migrant workers and other permanent residents."

Chinese people are registered as either urban or rural residents under the Hukou system.

The system has come under fire in recent years as it hinders social mobility between cities and villages and gives unfair treatment to rural residents in terms of social benefits.

Last month, China's leaders promised to push forward Hukou reforms by lifting registration restrictions in towns and small cities.

China's urbanization rate reached 52.6 percent last year following decades of rapid economic development.
