(Ecns.cn) -- The heartbreaking bus crash that occured just one day after draft regulations aiming to improve school bus safety were published, ended 15 innocent little lives in east China's Jiangsu Province.

The Ministry of Education issued an urgent order to nationwide offices to double-check and guarantee bus safety, at around 2 a.m. on the 13th.

The bus in question was trying to avoid a pedicab when it veered off the road and fell into a ditch, the county government said in a press release late Monday.

Though not caused by substandard bus quality, as in the November tragedy when a bus carrying 64 passengers collided with a lorry and killed 19 children and two adults in the northwestern province of Gansu, it adds to the country's emotional suffering.

The ministry requires all local offices to collaborate with respective public security and safety supervision authorities to ensure bus safety in future.

Meanwhile the bus driver is currently under criminal detention, and conciliation talks with the families of the victims are under way, according to a provincial official.
