(Ecns.cn)--During the Twelfth Five-Year Plan (from 2011 to 2015), Guangdong Province will continue to work to stabilize the low birth rate, while the permanent resident population in the province is expected to be within 111 million by the end of 2015, according to the new provincial family planning document released Saturday.

In the next five years, Guangdong, China's most populous province, will not make big adjustments to its family planning policy. Instead of laying particular stress on control of the population, it will also focus on the improvement of the quality of life of its citizens, according to the document.

In the Eleventh Five-Year Plan, Guangdong entered into a new development phase with a low mortality rate, low birth rate, and low natural growth rate, but the aging population also increased in the province.

The population of senior citizens in Guangdong has broken the 10 million mark in the past five years and is predicted to experience rapid growth during the period of the Twelfth Five-Year Plan.

Also according to the document, during the twelfth five-year economic plan period, Guangdong aims to provide care for 90% of senior citizens through their families, under the support of the social security system and other social services.

Family planning work has been listed as one of the serious issues for the government and in the next five years, the Guangdong government will create a better environment for its residents and economic development, said Zhang Feng, director of the provincial population and family planning commission.
