The third Shenyang Rice Cultural Festival and the fifth Sibo Minority Ethnicity Cultural Festival (Sibo, an ethnic minority of China) opens in Shenbei, Shenyang of Liaoning Province. The festival is themed with "Happiness and Abundance", which is also what straw in Chinese represents.
