Chinse envoy calls for smooth elections as scheduled in CAR

A Chinese envoy on Monday asked for efforts to ensure the presidential and legislative elections scheduled for the end of the year in the Central African Republic (CAR) are conducted smoothly.

The elections, the first after the signing of the peace agreement in February 2019, are important for consolidating the peace process in the CAR, Dai Bing, China's deputy permanent representative to the United Nations (UN), told the Security Council.

The CAR government overcame a multitude of difficulties and challenges and actively prepared for the elections, registering close to 2 million voters, almost half of whom are women, he said.

It is hoped that all CAR parties will continue to advance election preparations in an orderly manner and hold the elections smoothly as scheduled, he said.

There has been violence among armed groups. China calls on the armed groups to respond positively to the UN secretary-general's appeal for a global ceasefire, cease violence immediately and effectively abide by the peace agreement, he said.

The international community should support the CAR in strengthening capacity and security to enable it to gradually take up the responsibility of protecting its own people, he said.

In this regard, China reiterates that the Security Council should lift the arms embargo against the CAR at an early date, he said.

Durable stability in the CAR requires integrated measures and increased input in development. The international community should support the CAR government in implementing its national recovery and peacebuilding plan, assist the CAR in strengthening its infrastructure building, ensure employment and improve people's livelihood, he said.

The COVID-19 pandemic has exacerbated the humanitarian situation in the CAR and affected its socio-economic development. The international community should help the CAR to effectively bring the pandemic under control. The Security Council's timely adjustment of the sanctions against the relevant CAR economic entities will be conducive to unlocking the country's economic resources, he said.

China supports the extension of the mandate of the UN peacekeeping mission in the CAR for a year, he said.
