PLA urges to publicize, implement military facility protection law

The General Staff Headquarters (GSH) of the Chinese People's Liberation Army (PLA) recently issued the Notice on Publicity and Implementation of Military Facility Protection Law of the People's Republic of China, requiring the PLA to seriously publicize and implement the newly-revised military facility protection law. The GSH also issued the outline for the publicity and implementation.

According to the notice, the newly-revised military facility protection law has great significance to the safety and performance of military facilities, and to the improvement in national defense modernization and the preparation for military struggles.

The GSH urged the protection of military facilities to be incorporated into the national defense and legal education. Meanwhile, legal education shall be promoted through a variety of means and forms.

Military facility protection committees at all levels shall organize training, seminars, etc to educate member units about legal knowledge and improve the legal protection awareness and the policy level to carry out the work.

The PLA shall include the military facility protection law into its education program to enhance awareness and ability in legal protection of military facilities.

The notice stressed that all units throughout China should carry out inspection and rectification on issues including safety of key targets, military airport clearance, military radio facility electromagnetic environment, sign settings and the unauthorized usage of military facilities for non-military purposes. Investigations and proper dealings shall be conducted against illegal activities so as to improve and implement protective measures.

The decision on revising the China Military Facility Protection Law was passed at the 9th session of the 12th NPC Standing Committee on June 27, 2014. The law was published with the Presidential Decree No. 10 signed by President Xi Jinping and will come into force since August 1, 2014.
