PLA units to enjoy commercial medical insurance

To facilitate the outpatient service and emergency medical treatment for personnel in small, remote and scattered units of the Chinese People's Liberation Army (PLA), the General Logistics Department (GLD) of the PLA recently issued the Notice on Promoting Commercial Medical Insurance in Troop Units far away from Military Medical Institutions (hereinafter referred to as the Notice).

The Notice defined to take the advantages of group purchasing of commercial medical insurance, and that small, remote and scattered units should, according to their own situations, voluntarily sign the contracts with insurance agencies to directly purchase the commercial medical insurance products under the unified organization of units at group army/division levels while the insurance schemes should be determined by the GLD with the insurance agencies through negotiation.

The Notice clarified that the funds needed for implementing the commercial medical insurance for small, remote and scattered units should be listed and covered in the subsidy budgets for the individuals who are far away from military medical institutions and seek outsourcing outpatient service and emergency medical treatment from civilian organizations, and the individuals are not responsible for the expenses.

The insurance scheme stipulated in the Notice made relevant regulations on the maximum annual reimbursement limit of medical expenses made by active servicemen, family members enjoying preferential medical service and staff seeking medical treatment from military medical institutions in small, remote and scattered units far away from military medical institutions when they suffered accidental injuries and diseases and sought treatment in local hospitals.

The Notice will come into effect as of January 1, 2013.
