Policies, systems on insurance for servicemen revised

To implement the Military Personnel Insurance Law of the People's Republic of China, the General Staff Headquarters (GSH) of the Chinese People's Liberation Army (PLA), the PLA General Political Department (GPD), the PLA General Logistics Department (GLD) and the PLA General Armaments Department (GAD) recently revised and issued a document entitled the Regulations Regarding Insurance of Injuries and Deaths for Servicemen of the Chinese People's Liberation Army (hereinafter referred to as the Regulations), revising the policies and systems on the insurance of injuries and deaths for servicemen.

The Regulations consists of 9 chapters with 39 articles in all, in which the following items are clarified and standardized: the provision of individual payment is cancelled, and the insurance of injuries and deaths of servicemen is funded by the country; the standards of death benefits of martyrs and servicemen who die at their posts are merged; the compensation for the loss of wage income of disabled servicemen is highlighted, and the insurance compensation of injuries and deaths for servicemen is increased substantially.

Meanwhile, the GLD issued a document entitled the Regulations Regarding Additional Insurance of Injuries and Deaths for Servicemen of the Chinese People's Liberation Army (hereinafter referred to as the Additional Insurance Regulations). The Additional Insurance Regulations consists of 5 chapters with 26 articles. It stipulates that the funds for additional insurance of injuries and deaths for servicemen are incorporated into the military budget.

Currently, with military struggle preparations playing the leading role, the troop units of the PLA constantly improve their capability for completing diversified military tasks, such heavy and high-risk tasks as military training, scientific research experiments, stability maintenance and emergency-handling, and emergency rescue and disaster relief work. According to a person in charge of the Financial Department of the GLD, to put it more plainly, the additional insurance of injuries and deaths for servicemen means that an certain amount of additional insurance money is given to the servicemen who are considered to have died or become disabled in war, on duty or due to illness in peacetime according to the degree of risk of their posts in the form of purchasing commercial insurance on the basis of the insurance of injuries and deaths.

The Regulations and the Additional Insurance Regulations came into force as of July 1, 2012.
