Recently, Shandong Province issued the Guidance Opinions on Accelerating Military-Civilian Integrated Industrial Development and officially initiated the construction of 10 military-civilian integrated industrial zones.

In recent years, Shandong Province has stuck to the path of military-civilian integrated development and initially formed an industrial pattern of integrated, interacted and coordinated development between military and civilian sectors in fields such as aero-space, nuclear power equipment, modern ship and maritime engineering.

In January 2011, the State Council officially approved The Development Plan of Blue Economic Zone on Shandong Peninsula. It is the first regional development strategy with marine economy as the theme in China. Shandong Province will take regional cities including Jinan, Qingdao, Yantai and Weifang as centers and establish 10 military-civilian integrated industrial zones of aviation corollary equipment manufacturing and maintenance, maritime engineering and nuclear power equipment manufacturing, manufacturing and support of maritime drilling equipment and yacht, and manufacturing of marine power equipment and special electronic equipment respectively.

According to the leader of the Shandong Provincial Military Command (PMC), to facilitate the construction of military-civilian industrial zones, Shandong Province will step up its policy support. To be specific, key enterprises and projects in these industrial zones can enjoy favorable policies issued for economic & technological development zones and new and high-tech industrial development zones at the provincial level and above; provincial finance will set up special funds to encourage qualified companies to seek financing by going listed on the stock market or issue short-term corporate bonds in accordance with relevant regulations.
