Insights丨U.S. scholar: Governance by plans is the key of China's success

The fourth plenary session of the 20th Central Committee of the Communist Party of China (CPC) is held in Beijing from Oct. 20 to Oct. 23. In an interview with China News Network, Senior Fellow Center for International Governance Innovation (CIGI) & Chair, Einar Tangen noted that China's progress is not driven by spontaneous ideas but by a vast and deliberate planning system, adding that each Five-Year Plan involves painstaking coordination and adjustments across all levels of governance to ensure policy coherence.

In addition, Tangen argued that such "governance by planning" is the key to China’s success. The fourth plenary session, he said, represents just the tip of a massive iceberg, which is an opportunity for the world to better understand China’s long-term strategic mindset. (Chen Tianhao)
