China releases white paper on carbon peaking, neutrality goals

(ECNS) -- China's State Council Information Office on Saturday issued a white paper titled "Carbon Peaking and Carbon Neutrality: China's Plans and Solutions," outlining the country's progress over the past five years and detailing its strategies and actions toward achieving carbon neutrality.

According to the white paper, China's decision to achieve peak carbon dioxide emissions and reach carbon neutrality stems from both a deep sense of responsibility for the future of human civilization and the inherent requirements of the country's sustainable development.

Since announcing these ambitious targets five years ago, China has made historic strides in promoting green transformation through concrete measures and sustained effort, adhering to the principle that lucid waters and lush mountains are invaluable assets.

"The country has established the most systematic and comprehensive carbon reduction policy framework in the world, built the largest and fastest growing renewable energy system, the largest and most complete new energy industrial chain, and achieved the world's largest and fastest promotion and adoption of new energy vehicles. It has contributed about one fourth of the newly added green areas worldwide, and ranks among the countries with the fastest decline in energy consumption intensity," the white paper states.

It stresses that energy consumption remains the primary source of carbon emissions, and that transitioning to green and low-carbon energy is central to achieving the dual carbon goals. Based on its national conditions and development stage, and while ensuring energy security, China has taken vigorous steps to replace fossil fuels with renewable sources, accelerating the creation of a new energy and power system to underpin its carbon objectives.

It also points out that improving energy efficiency is crucial to cutting emissions at the source, while fostering a circular economy and enhancing ecosystem carbon sinks are essential for long-term reduction. China has made notable progress in all these areas, achieving positive outcomes in energy conservation, emission reduction, and circular economic development.

Addressing climate change as a challenge shared by all humanity, the white paper calls for broad participation and collective effort. Upholding multilateralism and cooperation, China is contributing to a new model of global climate governance. Looking ahead, the country stands ready to work hand in hand with the international community to advance ecological protection, promote green growth, and build a cleaner, more beautiful planet for all.
