悬浮议会

hung parliament

Britain will have a hung parliament, with no party winning majority in the snap general election, according to official results announced Friday morning, June 9, 2017.

周五英国大选初步选举结果显示,没有政党赢得绝对多数选票,因此产生"悬浮议会".

由于具有不确定性,文中的hung parliament就是指"悬浮议会",hung parliament也叫"无多数议会".依照英国的选举制度,一个政党必须赢得至少326个议席才能以绝对多数组阁.但从英国民调来看,没有任何一个政党能在本次大选中以绝对优势胜出.因此,舆论大多认为英国有可能出现一个hung parliament.

Hung在这里表示"任何政党都不占多数席位的".Parliament一词起源于法文的parlement,是"讨论"的意思.根据英国的政治制度,house of parliament(议会)分为house of lords(上院,又称"贵族院")和house of commons(下院,又称"平民院").上院的议员不是选举产生的,由王室后裔、世袭贵族、法律贵族、家权贵族、终身贵族、苏格兰贵族、爱尔兰贵族、离任首相组成.下院是民主的代议机关,议员是选举产生的.
