China announced detailed standards of occupational pension for government employees on Monday as a move to build a multi-level and sustainable pension mechanism.
中国政府6日发布了机关事业单位工作人员职业年金详细标准,以求建立一个多层级、可持续的养老金体系.
"职业年金"可用occupational pension或者occupational annuity表示,annuity原指风险较低的一种保险投资产品"年金",前期根据合同定期缴缴费,到了约定时间以后,保险公司会定期返还约定数额的保险金.
《办法》明确,单位缴纳职业年金费用的比例为本单位工资总额（total salary amount）的8%,个人缴费比例为本人缴费工资（taxation-based salary）的4%,由单位代扣.职业年金是强制性的,参加机关事业单位养老保险（endowment insurance）的,必须同时建立职业年金.职业年金基金将委托具有资格的投资运营机构作为投资管理人,负责职业年金基金的投资运营.今年年初,国务院印发《关于机关事业单位工作人员养老保险制度改革的决定》,决定从2014年10月1日起对机关事业单位工作人员养老保险制度进行改革.这标志着养老金并轨（pension system unification）正式开始实施.
