Ministry: Kindergartens forbidden to give kids drugs without permission

(ECNS) -- A notification released Monday states that no organizations or individuals are allowed to administer drugs to children without permission, according to the official website of the Ministry of Education on Tuesday.

Jointly released by the Ministry of Education and the National Health and Family Planning Commission, the notification comes after recent revelations that several kindergartens had been feeding prescription antiviral drugs to healthy kids.

Authorities have been ordered to strengthen management of health services for children in kindergartens, primary schools and middle schools.

According to the notification, when schools and kindergartens give drugs to children to prevent common diseases, they should abide by five "musts":

1. They must get authorized therapeutic schedules made by medical experts at public hospitals above the county level.

2. Sanitation authorities above the county level must consult with education departments at the same level to reach an agreement and draw up detailed plans.

3. Children and parents must be informed and choose to take the drugs of their own volition.

4. There must be medical experts to offer on-the-spot guidance when students take medicines.

5. Drugs offered to students must be purchased from reliable sources with authorized certificates.

Education and health authorities have ordered the screening of schools nationwide to investigate whether there are still schools engaging in illegal activity.

The result of the investigation should be reported to the Ministry of Education and the National Health and Family Planning Commission before April 15.

据教育部网站消息,教育部办公厅、国家卫生计生委办公厅17日就陕西、吉林两地个别幼儿园违规开展群体性服药事件发布通报。通报指出,任何单位或个人不得擅自组织幼儿群体服药。

据报,陕西省西安市宋庆龄基金会枫韵幼儿园和鸿基祥园幼儿园、吉林省吉林市高新区芳林幼儿园违规给幼儿集体服用处方药品“病毒灵”,通报指出,这些行为严重违反了《教育部办公厅、卫生部办公厅关于加强和规范学生健康服务工作管理的通知》的管理要求,造成严重的社会影响,有关部门正在依法依规进行查处。

为防止类似事件再次发生,维护儿童身体健康,教育部和卫计委明确以下要求:

一、严格规范幼儿及中小学生健康服务管理。各地教育、卫生计生行政部门及幼儿园、中小学校必须按照有关文件规定,严格管理幼儿及学生健康服务工作。因常见疾病防治需要而组织幼儿及中小学生群体服药时,强化做到“五个”必须,即必须事先经医疗卫生专家论证,必须经县级以上卫生计生行政部门商同级教育行政部门同意并制订详细的防治方案,必须坚持学生和家长知情同意、自愿参加的原则,必须有卫生技术人员进行现场指导,必须向证照俱全的正规医药生产、经营企业购买药品。任何单位或个人不得擅自或越权组织幼儿及中小学生群体服药。

二、立即组织力量开展幼儿园及中小学校健康服务管理的拉网式排查。教育、卫生计生行政部门要密切配合,对幼儿园及中小学校落实健康服务管理有关文件情况进行排查,重点检查行政区域内幼儿园是否有违规组织幼儿群体服药的行为,并于4月10日前完成全部排查工作。对反映和暴露的问题,要认真核实查处,强化责任追究,严肃处理责任人,并通报查处结果。

教育部和卫计委要求4月15日前将排查和查处情况分别报送教育部体卫艺司和国家卫生计生委妇幼司。
