(ECNS) -- Two regulations released by the Ministry of Civil Affairs covering online fundraising that became effective on Aug. 1 make it clear that only qualified charitable organizations can raise funds online.
A range of organizations and individuals currently raise funds on their own using various online platforms.
The new rules urge online fundraising platforms to inform users that individuals seeking help are not equivalent to charitable fundraising operations, so the authenticity of online information is only ensured by those seeking funds.
When individuals seek financial contributions over the internet, online sites should help coordinate contact with relevant charitable organizations as well as enhance information checks, set up donation limits and facilitate feedback to help reduce risks and ensure accountability, according to the new rules.
However, the two regulations are recommendations and not legally binding.
