(ECNS) -- China plans to establish a portal to unified government open data before 2018, said Li Pumin, secretary-general of the National Development and Reform Commission, China's top economic planner.
To realize the goal, Li said, governmental departments need to clearly communicate their intended schedule for releasing data, and also give priority to sectors involving people's livelihoods, such as credit, traffic rules, employment, geography, and culture.
He also said China will prepare legislation and regulations to ensure maximum accessibility to data while guaranteeing risk control.
A data standard will also be established to ensure the universal openness of the portal.
Li added that the portal will be ready before 2018 and provide a one-stop service for users.
The strategic outline for informatization development, recently released by the government, has called for further promotion of e-government, improving state administration and also building platforms for government information.
However, due to a lack of a data standard, institutional deficiencies and other restraints, the accessibility of government data is still quite low.
