(ECNS) -- Beijing will set up a fast identification mechanism to improve assistance for vagabonds and beggars in the city, Beijing Times reported on Wednesday.
Vagrants and beggars will be taken to rescue stations where their fingerprints and photographs will be recorded in a database, to be compared with information previously recorded by the national aid management information system, it was added.
For those whose identification cannot be confirmed, local authorities will release a tracing announcement through WeChat and Weibo within 24 hours of the individual being sent to a rescue station to help them contact their relatives.
The Civil Administration Department should report to public security organizations once they find suspected lost, abandoned, or abducted individuals, it said.
In the meantime, if Public Security Bureaus find vagrants and beggars, they should also advise them to seek help immediately from social service facilities designed to assist those in need.
For unidentified recipients who have stayed in such facilities for more than 10 days, social service agencies should settle them appropriately. They should be provided with nursing facilities and, if they have mental health issues, infectious diseases, or other critical health issues, taken to a local hospital, the report said.
