(ECNS) -- A man who has tried to dig out another basement beneath an exiting one in a newly completed building has aroused the protest of neighbors in Changchun, northeast China's Jilin province, a local news website reported.
Li, who just got the keys to his new apartment, told reporters he found a neighbor on the first floor had employed workers to dig inside the basement.
The neighbor, surnamed Wang, was caught instructing workers during excavation, and admitted that he had excavated two meters of earth as well as moved eight pipelines of water, gas supply and heating.
It would be designed as a wine vault, it was added.
However, Wang defended himself, saying he had consulted the engineer of a local planning and design institute, and that "It won't pose any risk to the building's construction."
It has been reported to local authorities, who said they would ask the digger to refill the site if it has been illegally excavated.
