(ECNS) - Express parcels shipped from Beijing to a number of foreign countries are being seen for sale on the streets in Bazhou city, North China's Hebei province, the Beijing News reported on Friday.

Sent by China Post from Beijing to Russia, Ukraine and the US, the parcels have not been signed for and cannot be returned.

One Hebei netizen says that almost every day there are vendors selling international express parcels for 10 yuan ($1.5). Buyers are asked to pay first and then open their packages.

"I'm always curious about where the vendors get these parcels from in the first place," the netizen said.

The matter is under investigation by the Beijing Municipal Postal Administration and local postal departments.

According to regulations issued by the State Council, undeliverable and unreturnable parcels must be kept for at least six months by provincial-level postal companies. During that period, the parcels are not allowed to be taken out, hidden or opened. If they remain unclaimed, the parcels must be destroyed under the supervision of postal administrations.
