Ministry to ban sharing, selling of others' telephone numbers

据法制办网站消息,为规范通信短信息服务行为,维护短信息用户的合法权益,工业和信息化部起草了《通信短信息服务管理规定(征求意见稿)》,现向社会公开征求意见。《意见稿》指出,任何组织或者个人不得将采用人工收集、在线自动收集、数字任意组合等手段获得的他人的电话号码用于出售、共享和交换,或者向通过上述方式获得的电话号码发送短信息。 [查看全文]

(ECNS) -- Chinese authorities have released a regulation draft that would forbid any individual or organization to sell, share, or exchange others' telephone numbers collected by any means, according to the State Council Legal Affairs Office website.

Related bodies would also be forbidden to send text messages to such numbers.

The Ministry of Industry and Information Technology (MIIT) intends to regulate communication and message services, as well as defend the legal interests of users.

According to the draft, anyone providing short message services should obtain a prior license. Without permission from receivers, they cannot send messages containing commercial information to customers.

MIIT will launch a center to deal with user reports related to harassment.

In addition, the ministry encourages the development of applications for message security. Uses are also prompted to individually apply such apps to enchance message safety.
