(ECNS) -- A city in northeast China will adopt a regulation on the protection of women's rights and interests on November 1, putting financial abuse on the list of domestic violence.

Domestic violence can be physical, verbal, psychological, sexual, or financial, according to the new regulation which will go into affect in Harbin, capital of Heilongjiang province.

If a husband refuses to give an allowance to his wife, who cares for the house, it is not only family quarrel, but within the sphere of domestic violence, the city's Women's Federation explained.

The federation registered 2,511 complaints of domestic violence last year, an increase of 2.7 percent.

Of those cases, one involved a husband who forbid his wife to buy items priced higher than 20 yuan ($3.26), and excluded her from managing the family assets. Staff at the federation said he was inflicting domestic violence on his wife.

We shouldn't define domestic violence narrowly by saying it always results in physical injuries. In reality, the scope of domestic violence is much broader than that, and it affects both men and women, the association said.

According to China's Criminal Law, perpetrators of serious domestic abuse can see up to two years in jail, a term which could be increased to seven years if victims are severely injured or killed.

A quarter of Chinese families have experienced domestic violence, and 10 percent of all criminal homicides involve domestic abuse, China's top court said in February.
