(ECNS) -- A jurist and law professor crawled for one kilometer on New Year's Day after losing a bet that a comprehensive property disclosure system would be in place in China by now, the Beijing Youth Daily reported.

The system would require all government officials to disclose how much real estate they owned.

Fan Zhongxin, a law professor at Hangzhou Normal University and executive president of the China Legal History Association, predicted last January on Sina Weibo that the property system would be implemented in all provinces and cities in 2013, except some autonomous regions. "If I lose, I will crawl for one kilometer," he had said.

At the end of the 2013 it was forwarded and commented on by many netizens.

Fan then posted a video in which he is wearing a sports suit and crawling on the ground followed by a dog. He said he had crawled along a lake for nearly two hours. "Every 100 or 200 meters I took some rest, and I finished the task with bleeding palms and knees," he said.

When asked by passers-by, he answered that he was doing "spinal exercises."

Fan told the Beijing Youth Daily that he was over optimistic about the pace of the property declaration system, although some cities in east China have been selected to pilot it and officials were asked to disclose their assets at the beginning of last year.

"I feel humiliated for the crawling," Fan said, "but I wanted to keep my word." He said his wife supported him and recorded it for him.

He also expressed hope for the system and believed that it would be implemented in three to five years.
