(ECNS) – Central China's Henan province is mulling a regulation that will fine bosses 1,000 yuan to 10,000 yuan for balking at giving their employees pay raises without any justified reason or salary negotiations, according to the local Dahe Daily.
A draft rule for collective bargaining on wages was discussed by the provincial People's Congress Standing Committee on Tuesday, which guarantees workers and their companies will hold collective bargaining on equal footing to negotiate wages.
According to the draft, companies should adopt ways to ensure salary raises. If a company refuses employees' reasonable requests for a raise, the local labor administration department shall fine the company and its corporate representative.
Sang Jinke, chief of the provincial Committee for Internal and Judicial Affairs, said collective bargaining can also be used by the companies. "When a company runs into trouble, it can hold a negotiation to ask employees to share the difficulty by cutting their wages."
