Wuhan (Ecns) - Reports that unmarried women will be fined for having babies has triggered criticism in Wuhan, causing local authorities to address public doubts on Sunday.

On the official website of the Wuhan municipal office of legislative affairs, Article 26 says that unmarried women who have babies and fail to offer appropriate certificates from the "other parties," and who knowingly have children out of wedlock, will pay "social compensation fees" according to provincial regulations.

An official from the office explained that the draft has not been formalized, but is a solicitation for public opinion, and that controversial parts can be adjusted.

In addition, it's not accurate to say that social compensation fees are a kind of penalty, he added.
