CNS (Beijing) -- The Chinese government plans to open up low-altitude airspace to individuals, as one of the measures to stimulate the civil aviation industry, said Huang Min, an official from China's National Development and Reform Commission on July 20. The plan is taking shape.

Individual use of low-altitude airspace includes private airplanes and is part of civil aviation, said Huang, who emphasized that beyond providing citizens more opportunities to fly, the top priority is safety.

"Our commission will collaborate with related authorizes to accelerate reform of the airspace management system and make full use of aerospace resources," said Huang.
